Surge in Data Breaches Raises Alarm for South Africa’s Regulator

South Africa is facing a growing challenge in protecting personal information, as the Information Regulator reports a sharp increase in data breach notifications from organisations across the country. In the first quarter of the year alone, 788 incidents were recorded, highlighting rising concerns around data security and compliance.


The regulator, led by Pansy Tlakula, operates under the Protection of Personal Information Act (POPIA). Its role is to ensure that both public and private bodies process personal data responsibly and in line with legal requirements.

According to information shared with ITWeb via e-mail, spokesperson Nomzamo Zondi indicated that while organisations are reporting breaches, many submissions lack sufficient detail for thorough investigations. This makes it difficult for the regulator to fully assess the scope and impact of incidents.


While cyberattacks remain a concern, the regulator has noted that a significant number of breaches are linked to internal shortcomings, including human error and inadequate data protection measures.

Organisations are being urged to strengthen their security frameworks, improve internal controls, and prioritise compliance with POPIA. Strengthening these measures will be critical in protecting individuals from risks such as identity theft and fraud, while also rebuilding trust in how personal information is managed.
